Techno Economic Analysis at Eden

We develop strategic, outline and full business cases that allow underpinned, risk-informed investment decisions.

We support options appraisals and investment analyses. We work with private and public sector customers to support informed financial decisions. We write business cases, produce gated papers, position papers, strategy papers and production plans. We also deliver impact assessments for strategic changes.

We have insight into the policy and funding context of government work, with a comprehensive understanding of the strategic objectives of the UK Government. Our staff also have extensive experience of industry standard processes, so understand what customers and stakeholders need. We are very familiar with HM Treasury guidance (the “Green Book” and the “Five Case Model”) to enable Government approval.

We also have a unique insight of the NDA Strategy Management System and the Value Framework. Our capabilities include use of Multi Attribute Decision Analysis (MADA) and the Analytical Hierarchy Process (AHP), ensuring a structured, justified approach.

Shaping the Future of Radioactive Waste Management: A Strategic Lifecycle Study

Eden NE led a major strategic study on lifecycle management options for solid radioactive waste, encompassing interim storage, transport, and geological disposal. Our analysis evaluated the operational lifetime of the existing radioactive waste store and explored trade-offs between extending its life and constructing a new facility.

We examined the timing, sequencing, and associated costs of the various strategic options, including new construction, ongoing operations and maintenance, and eventual decommissioning. The study also addressed the economic, financial, management, and commercial factors relevant to developing a robust future business case.

In addition, we reviewed alternative concepts for geological disposal, assessing innovative container materials and design approaches. Finally, we ensured integration with other waste management programmes to promote a fully coordinated and holistic strategy.

Waste Management Pricing Strategy Development

For radioactive waste management, many factors must be considered to determine the best available technique (BAT) for a waste stream, to ensure relevant regulations are met, and to ensure decisions fit with a wider strategy and with national policy.

We have significant experience in decision-making for radioactive waste – we have staff who have worked for EA, ONR, NDA, and RWM, as well as staff who were responsible for making waste routing decisions at nuclear licensed sites.

NWS has a responsibility to ensure the waste hierarchy can be implemented by waste owners and influence setting prices for many of the available waste management routes. Eden NE partnered with NSG Environmental to deliver a project to NWS, which has helped to shape NDA strategy.

The project team engaged with regulators, waste owners and those responsible for Integrated Waste Management strategy to recommend a way forward to ensure a waste management pricing strategy leads to optimal behaviour for all waste types, particularly focussing on Higher Activity Waste (HAW). We determined the relative influence of price and showed how price could influence behaviour at a site level as well as within NDA and NWS.

After delivering the initial scope, we were then asked by NWS to deliver further work, which provided clear evidence to enable NWS and NDA to make underpinned strategic decisions.
